Egypt and France Upgrade Bilateral Relations to Strategic Partnership During Macron’s Visit to Cairo

Egyptian President Abdel Fattah El Sisi and French President Emmanuel Macron officially elevated their countries’ relationship to a strategic partnership on Monday, signing a joint declaration at the Al Ittihadiya Presidential Palace in Cairo.

The announcement followed bilateral talks focusing on diplomatic, economic, and regional security cooperation. Multiple agreements were signed, including commitments to strengthen ties across several sectors such as infrastructure, energy, and education.

The visit comes amid heightened global concern over the humanitarian crisis in Gaza. At a joint press conference, both leaders called for an immediate ceasefire, the release of Israeli hostages held by Hamas, and the urgent delivery of humanitarian aid to the enclave.

“We reject any calls for the displacement of Palestinians from their land,” President El Sisi stated, reaffirming Egypt’s support for the Arab plan to reconstruct Gaza after the conflict ends. He added that Egypt plans to host a reconstruction conference once hostilities cease.

President Macron echoed the call for peace, stating, “We condemn the Israeli escalation, which has had catastrophic consequences for civilians.” He also emphasized that Hamas should have no future role in governing Gaza, citing the group’s threat to Israel’s security.

Later on Monday, the two leaders were scheduled to meet with Jordan’s King Abdullah II to further discuss regional developments. President Macron is also expected to travel to Al Arish in North Sinai on Tuesday to review aid logistics for Gaza.

The strategic partnership agreement outlines deeper cooperation in economic development, with particular emphasis on localizing railway manufacturing, expanding vocational training, and fostering joint efforts in artificial intelligence, cybersecurity, and green hydrogen production.

Macron reiterated France’s long-term commitment to Egypt’s Vision 2030, highlighting that the French Development Agency has provided over €4 billion in funding since 2006 to support development initiatives in Egypt.

Education and culture are also key pillars of the enhanced partnership. Both countries will increase cooperation in expanding francophone education in Egypt, reforming the French University in Egypt, and supporting joint archaeological and cultural projects.

President El Sisi also stressed Egypt’s crucial role in managing regional migration. He called for increased European support, noting that Egypt currently hosts over 9 million refugees and bears significant pressure on its infrastructure and economy. He urged greater financial and logistical backing from partner nations to strengthen efforts against illegal immigration.

President Macron arrived in Cairo on Sunday and was welcomed at the Presidential Palace. He later visited the Grand Egyptian Museum and the historic Khan El Khalili market as part of a cultural tour
